I'm going to travel to China in June for two weeks. Currently, I have H1b Visa stamp for my current employer valid till Oct 2017 in my passport and my H1b petition will expire in November 2017. Is it risky that I travel to China for two weeks? Can my wife apply H4 visa in June based on my current H1b even though it will expire in November? Thank you.

As long as you enter the US within the valid period of both your visa and I-797 approval notice.

Your wife can apply for H4 through overseas embassy.
